SPS/TBT Measures

Other countries use other measures, often in addition to Tariff measures, to defend their industries.

  1. Sanitary / Phyto Sanitary (SPS) Measures - Many large poultry trading nations, especially the largest exporters, use a variety of legitimate and "WTO accepted" Food Safety and Avian Health measures to restrict access to their markets, for example

    • EU - The EU and the US are engaged in a trade dispute regarding equivalency of slaughterhouse inspection systems. The EU banned poultry imports from the US due to differences in chilling and decontamination of poultry and poultry products. The problem stems from fundamentally different approaches to poultry hygiene. The EU mandates high standards of cleanliness at all stages of production, while the US approves the use of chlorinated water as a decontaminant at the end of the production process. The US strongly believes that the use of anti-microbial treatments are a safe and effective way to reduce pathogens and food borne diseases that can cause serious health problems. The US maintains that its poultry is the safest and most wholesome in the world, and refuses to lower our standards in order to ship to the EU. Other countries who adopt the EU systems are able to access the EU markets.
    • USA - Adopts a zero tolerance policy which in effect allows imports from a handful of countries, Canada, France, Hong Kong, Israel, and excludes imports from most of the worlds major exporters including Brazil, the lowest cost producer in the world, in spite of the fact that over 90 other nations, including the EU and Canada, have found it possible to accept Brazils SPS measures.
    • Brazil - Brazil, which imports very little because of its low cost position, adopts a reciprocal position to the US on SPS.
    • Venezuela - Allows imports from countries which have been declared free of Avian Influenza and does not recognize the US as AI free.
    • Costa Rica - Has been declared New Castle free.
    • New Zealand - Requires all imported poultry to be cooked for 100 for 4 hours to maintain its Infectious Bursal Disease free status.
  2. Technical Barriers to Trade (TBT) Measures - Other countries have developed various measures for example, Indonesia and Egypt use Halal requirements to limit trade. Colombia has import quota requirements.
  3. Environmental Measures - The EU is actively promoting these issues in the next WTO round and many states consider these a new form of TBT measures.
  4. Animal Welfare Measures - The EU is actively promoting these issues for poultry meat and table eggs in the next WTO round and many consider these new TBT measures
  5. CARICOM does not employ any aggressive measures of this sort.
