Regional Trading Agreements

  1. NAFTA - Although trade has been growing within NAFTA, less than 1% by volume of broiler production is traded in NAFTA.

    • Canada and Mexico have excluded trade in poultry.
    • Mexico implemented a 10 year transitional TRQ system with the US which begins with an Over-Quota-Tariff of 260% and progressively moves to 0% in 2004. However most of Mexico imports quotas have been allocated to mainly Mechanically De- boned Meats and Turkey.
    • Canada restricts the importation of poultry products to a percentage of its consumption (6%?) and the sale of US imported broiler products to its processing and food service sector.
  2. CACM - Less than 2% by volume of production is traded. Although there are no tariff restrictions on trade in poultry trade has been slow to develop for SP and market reasons. Costa Rica is declared New Castle free and there have been disease outbreaks (AI) that restrict trade within the region.
  3. Andean Community - Less than 2% by volume of production is traded. There are no restrictions on trade in poultry.
  4. Mercorsur - Most of the trade in this RTA is from Brazil into Argentina and after the surge of imports in 2000 Argentina imposed a reference price of some 95 USD/ kg on imported poultry which is being contested by Brazil in Mecosur and the WTO
  5. Other Bilateral Trading Agreements in the Americas - The poultry industry has been accorded sensitive treatment in several other bilateral trading agreements.

    • Central America : Dominican Republic - Excluded
    • Cost Rica : Dominican Republic - Excluded
    • Costa Rica : Mexico - Excluded
    • Nicaragua : Mexico - 170% On Parts
    • Caricom : Dominican Republic - Excluded
    • Caricom : Cuba - One Way Access into Cuba

  6. EU - Under the WTO AoA, Europe's TRQ imports are limited to less than 1% of consumption volume, ie 29,000 MT, which is 15% of the poultry meat imported by CARICOM. The EU has carefully chosen to expand its market access, by entering into a series of RTAs or "Double Zero Agreements" with 10 "less competitive" Eastern European states rather than with the more competitive global suppliers.  In 1999 an additional 132,000 MT was be imported from these sources.
  7. CARICOM - Trade in poultry is less than 1% of production.
